Naharlagun, Dec 4 2006: The Arunachal Chapter of the Training of Grade IV staff, under the visionary project of the Ministry of DONER to impart necessary skills, knowledge and attitude as per "National Policy of Training for All", to the 10 prioritized Districts of the North Eastern Region, was inaugurated today by Honourable Minister PWD Shri Nabum Tuki at the premises of Administrative Training Institute at Naharlagun.

Papum Pare district has been selected as one of the Project District in the North Eastern regions for receiving training on "Good Governance, Computer Skills and Office Procedure" for its 1367 group D employees consisting of employees from general as well as technical departments. The District Administration under Shri Amit Singla, the Deputy Commissioner & District Project Coordinator is organizing the training in partnership with the ATI, under experienced guidance of Shri Pema Tshetan, the Director ATI who is the State Project Coordinator for the training programme.

The Honourable Minister PWD in his speech appreciated that for the first time a training programme for Group D employees of the Government was being organized under the initiative of the Ministry of DONER, the Director ATI and the Deputy Commissioner Papum Pare and hoped that such trainings are extended to other districts also. He urged the trainees to inculcate values of Good Governance from the the training so that the public is benefited. Voicing satisfaction that Papum Pare is the maiden district to benefit from the DONER funded project he congratulated the Deputy Commissioner Shri Amit Singla for his initiative for bringing in IT awareness and better skills among the various departments.

Shri Pema Tshetan, the Director Administrative Training Institute, in his welcome address while welcoming the dignitaries, Resource Persons and Trainees prevailed upon the participants to extract maximum skills from the training. Informing that Papum Pare was selected as the maiden project from Arunachal Pradesh Shri P. Tshetan added that the training programme would be continued for three months till the last Grade IV employee is sensitized.

Delivering the keynote address Shri Amit Singla highlighted that the initiative on training of Grade IV employees has been prioritized because, Grade IV employees are the face of the Government. A better skilled and informed service providers at the base would help in delivery of prompt services to the public. It would also naturally enhance not only the profile of the Govt. Offices but also the image of the Government.

At the end of the function, Smti. M. Riba, the District Training Manager/SDO, Yupia while thanking the dignitaries and all those associated with the project, requested the participants to motivate their colleagues who are yet to be trained, to avail of the skill up gradation opportunity provided in the training module.

The inaugural function was well attended by Heads of Departments, Resource Persons as well as a full turnout of selected participants.

Press release: The 3 (three) days sensitization training for Grade-IV employees of Papum Pare District under sponsorship of Ministry of DONER, Govt. of India was held in the conference hall of DC at Yupia on 10.01.2007.
   Shri. E.T. Tara, ADC Yupia presided over the function as the Chief Guest. He called upon the Grade-IV employees to take full advantage of the training been imparted under the vision of the Ministry of DONER. Shri E.T. Tara also appreciated the efforts of District Training project under the leadership of the Deputy Commissioner in making the training a success. District Training Manager for the project/SDO Yupia M. Riba, Shri. Lod Kojee, District Training Coordinator and Shri. C. Banerjee, Training Center Coordinator for Yupia were also present on the occasion along with resource persons. DC's conference cum training hall is the second such center in Arunachal Pradesh under the DONER project on training of Grade IV employees on Good governance, office procedure and computer skills design for North Eastern Region under the guidance of the State Project Coordinator/Director (ATI) and the Assam Administrative Staff College, Guwahati and the Ministry of DONER.
